Guide: With the Daleks advancing on Rose, Mickey and Dr. Singh, trapped inside the Void room, with a Dalek-shaped artefact following the Daleks out of the Void ship, Rose cuts the Daleks short by naming them. Surprised at finding a human who recognises the Daleks, Rose proceeds to offer them an exchange of her information if they keep the three of them alive. The black Dalek, identified as Dalek Sec, agrees that they are useful before turning his attention to the Dalek-shaped artefact, enquiring to its status. Dalek Jast is tasked with monitoring the device called the Genesis Ark, which Sec says must be protected at all costs, before asking which of its three captives is least important. Singh volunteers himself, knowing that he knows far less than the time travelling duo in the room with him, and Sec orders him to kneel. Singh starts to reel off information but Sec silences him, saying that verbal communications are unnecessary, as Dalek Sec, Thay and Caan place their plungers to Singh's head and take the information straight from his brain. When they're finished, his mutilated corpse falls to the floor, causing Rose to angrily burst out that they didn't have to kill him, but Thay reminds her that they didn't need him alive either.
Meanwhile, back upstairs in Hartman's office, the Cyber-Leader demands to speak with the World Leader, to which Hartman replies there isn't one. The Cyber-Leader assumes the position himself, broadcasting himself across the world's televisions and demanding the humans surrender to the conversion process. Despite this, the armies of the world mobilise and begin to fight the Cybermen, an act which confuses the Cyber-Leader, but the Doctor tells them that the humans will always fight when the Cybermen try and take their children. Following this, the Cybermen detect other life forms are in the Torchwood building, other than themselves and the humans, and send two Cyber-units to investigate. At the same time, the Daleks also discover different life forms, and send Dalek Thay to investigate. The Daleks and the Cybermen meet in a corridor outside of the Void room, where both demand the identity of the other. Both refuse, though Dalek Thay slips up when he says that "Daleks do not take orders", but Thay is able to recognise the Cybermen anyway. After an exchange of insults, the Cybermen offer to ally themselves with the Daleks to conquer Earth, but the Daleks refuse, and a brief fight ensues in which Thay exterminates the Cybermen with ease. In the Void room, the Cyber-Leader contacts Dalek Sec and tells him that the Daleks have initiated war with the Cybermen, to which Sec replies "this is not war, this is pest control!"
While watching the exchange, the Doctor is horrified to find the Daleks again, but not as much as the Daleks are when Jast spots him in the background during the exchange between Dalek Sec and the Cyber-Leader. Jast spots the Doctor, but the Daleks don't recognise who he is, only that he is part of the enemy, but when they realise that Rose's heart rate has increased, they demand she reveal who he is. Rose reveals that it is the Doctor, causing the Daleks to move back in fear, which amuses Rose who notes that five million Cybermen are easy but one Doctor scares the Daleks more. Meanwhile, Jackie and Hartman are taken away to be upgraded by the Cybermen. The Doctor tells the Cybermen that his emotions won't stop him, and that he still feels hope. As he does so, the room fills with people and blasts from rifles kill the Cybermen in the room, including the Cyber-Leader. The leader of the team reveals himself to be Jake Simmonds (from Rise of the Cybermen (Series 2 : Episode 5) and The Age of Steel (Series 2 : Episode 6)). The Cybermen sense that their leader has been killed and stop to download his data files into a new Cyberman and upgrade them to the Cyber-Leader. The lapse gives Jackie a chance to escape into a stairwell.
Jake takes the Doctor back to his parallel universe, much to the Doctor's annoyance who says that you can't just jump across like that. Jake explains that the People's Republic took control of their Torchwood when they discovered what they were doing, while Pete Tyler steps out of the shadows to explain that they were winning, locking the Cybermen up in factories but other people complained that they were still people and they needed looking after. In the confusion, the Cybermen escaped into the Void. Meanwhile, Rose ponders as to why the Daleks cannot open the Genesis Ark, to which Sec explains that it is not of Dalek design, but Time Lord, claiming the Ark to be the last remnant of Gallifrey, calling it "the Future". Pete, Jake and the Doctor cross back to our universe where the Doctor surrenders to the Cybermen and forms a truce to take on the Daleks. The Doctor then goes downstairs to confront the Daleks, where he discovers that the four Daleks make up the Cult of Skaro, a secret order of Daleks above the Emperor himself. The Doctor explains that the Cult's purpose was to think like the enemy and devise new ways to survive and conquer, but reveals that he does not know anything about the Genesis Ark, stating that both sides had secrets in the Time War. Dalek Sec then orders the Doctor to open the Ark but the Doctor refuses, pulling out his Sonic Screwdriver instead, which the Daleks mock as a useless weapon. The Doctor agrees that the Sonic Screwdriver is unable to kill, harm or maim, but states that it is very good for opening doors, as he opens the doors to the Void room, allowing the Cybermen to enter and open fire on the Daleks.
The Doctor, Rose and Mickey make to escape the Void room as the Cybermen and the Daleks fight each other, but as they do so Mickey falls into the Ark and places his hand on it, activating it. With the Ark now primed, Sec orders they find a space of 30 square miles to open it, and the Cult begin to escort the Ark out of the Void room. Meanwhile, Jackie is found by two Cybermen and is about to be recaptured for conversion when they're shot from behind by Pete, which is followed by an awkward moment as both of their parallel counterparts are dead. The Daleks move the Ark into the Torchwood storage area, battling more Cybermen with some human soldiers thrown into the mix, with the Doctor stumbling in as well. The Doctor takes two magna-clamps and leaves the chaos, while the Daleks blast their way through their opposition and overrides the roof mechanism, allowing the Daleks to escape through the roof. As the Doctor and the others watch, the Ark is opened and the Doctor realises what "Time Lord science" Sec was referring to, the Ark was bigger on the inside and the Ark was a prison ship, housing millions of Daleks. As the Daleks free themselves from the Ark, the war between the Daleks and the Cybermen continues over the planet, while Pete prepares to escape back to his parallel world, offering to take Jackie with him. The Doctor however is more optimistic, explaining to Rose the purpose of his red and blue lensed glasses, stating that they allow him to see Void-stuff, background radiation attached to people who have travelled through the Void. He says that if he reopens the breach, the Void will suck everything that has Void-stuff on it back into the Void, which he can then seal again to prevent them escaping, but Rose comments that all of them also have Void-stuff on.
Rose refuses to leave the Doctor, but is tricked along with Jackie when the Doctor and Pete slip one of the transportation devices round their necks and activates them, sending them off to the parallel Earth. However, Rose reactivates her device and returns to the Doctor, saying that she will never leave him. On the Doctor's instruction, Rose sets the co-ordinates of the Void controls to 6, as Cybermen climb the stairs to stop them. When the Cybermen reach the top of the stairs, their confronted by a Cyberman with a female sounding voice, that of Hartman, who blasts them apart to buy the Doctor more time, stating that she did her duty for her Queen and Country. The Doctor and Rose fix their magna-clamps to the wall and activate the breach, causing the Daleks and the Cybermen to be sucked back into the Void. The Cult of Skaro perform Emergency Temporal Shifts and vanish from sight. However, one of the Daleks being sucked into the Void hits the lever on Rose's side, causing the breach to close without sucking all of the Cybermen or Daleks in. Rose lets go of her magna-clamp to put the lever back into position, which she does, but is then unable to hold onto the lever and falls back towards the Void.
Just as Rose is about to enter the Void, Pete arrives with one of his transportation devices and catches her, before reactivating the device and taking her back to his parallel Earth. As the remaining Daleks and Cybermen enter the Void, the breach shuts itself, leaving the Doctor alone with Rose trapped on the parallel Earth. Sometime later, on the parallel Earth, Rose has a dream in which the Doctor is calling out her name. Travelling with Mickey, Jackie and Pete, they go to a beach in Norway called Bad Wolf Bay, where an image of the Doctor appears. He explains that he is closing the breaches everywhere, with this being the last one, and is transmitting the signal using the TARDIS to harness the power of a supernova, and saying that he is burning up a sun just to say good-bye. The Doctor and Rose exchange their farewells, with Rose finally telling him that she loves her. As the Doctor begins to reply, the image dies and the breach closes for ever. The Doctor stands in the TARDIS, and prepares to set off on his next adventure when he spots a woman in her wedding dress by the doors of the TARDIS, demanding to know where she is while all the Doctor can ask is "What?"
